About Us

Research Center Progresif (Pusat Kajian Progresif, RCP) is an independent research centre based in Semarang, Central Java, Indonesia. It was established by PT Zuliya Smart Consulindo to carry out applied, data-driven research for public policy and development, and to publish its findings openly.

RCP publishes five open-access scholarly journals — in law, public policy and public finance; engineering, infrastructure and geosciences; business management and entrepreneurship; education, linguistics and psychology; and agriculture, livestock and fisheries. All journals use double-blind peer review and charge no publication fees, so that good research is judged on its merit and reaches its readers without cost.

Our Concept

Our name and logo carry one idea: Professional Governance — a Sustainable Institute for Local Government. We exist to turn data into evidence that public institutions, businesses and communities can act on, with local government at the centre of our work.

Professional
Research to professional standards: official data, transparent methods, checkable calculations and independent peer review.
Governance
A focus on how public institutions — above all local governments — plan, finance and deliver services, and on good governance in business, education and food systems.
Sustainable
Long-term thinking: fiscal sustainability, food and environmental security, enterprises that last, and an institute built to serve for decades.
Progressive
Open to new questions and new methods, and committed to sharing what we learn openly through our five journals.

Vision

A World-Class Research Center by 2035

  3. Capable and competitive people. Build a community of researchers, reviewers and editors from Indonesia and abroad who are capable, ethical and competitive.
  4. Top-tier reach. Bring our journals and research to reputable indexes and international networks, including SINTA, DOAJ and Scopus.

Programmes

Applied, data-driven research
Studies built on official statistics and public records — local government finance, regional development, food and agriculture — designed to inform policy.
Open-access publishing
Five journals with double-blind peer review, free to read and free to publish in.
Reviewer development
A growing network of reviewers from Indonesia and abroad; every completed review is recognised with an official certificate.
Research collaboration
Joint studies with lecturers and researchers, with each person's contribution clearly recorded.

Research Collaboration

We welcome lecturers, researchers, local governments and institutions who want to work with us. Collaboration can take several forms:

Joint research projects
Studies designed together with universities or local governments, from research question to publication.
Data and analysis partnership
Verifying data and calculations, adding regional cases or local data, and strengthening the analysis of studies in your field.
Co-authored articles
Writing and revising articles together, with each author's contribution recorded in the article (CRediT roles).
Reviewer and editorial development
Joining a journal's reviewer board or editorial team, with an official decree, assignment letter and a certificate for every completed review.
Institutional cooperation
Cooperation agreements with universities, research institutes and local governments for long-term programmes.
Data-driven policy studies
Applied studies for local governments on public finance, regional development and public services.

How it works

  1. Get in touch. Reply "Yes" to our invitation, or contact us by e-mail or WhatsApp.
  2. Find the right fit. We match you with a study or role in your own field.
  3. Agree on contributions. Tasks and authorship are agreed in writing before work begins.
  4. Do the work together. Verify data, analyse, write and revise — every step is recorded.
  5. Independent review. The manuscript goes to the appropriate journal for double-blind peer review. Publication is never guaranteed; it depends on the reviewers' judgement.
  6. Recognition. Published articles, certificates and acknowledgements that count towards your academic portfolio.

How We Collaborate

  • Authorship reflects real work. A person is listed as an author only after making a substantial contribution — for example verifying data and calculations, and revising the manuscript in response to reviewers — and after approving the final version.
  • Contributions are recorded. Every article states who did what (CRediT contributor roles).
  • Our own role is stated openly. Where an initial draft was prepared by the RCP research team, this is acknowledged in the article.
  • AI use is declared. Any use of generative AI tools is disclosed, and the authors remain responsible for the content.
  • Ethics first. We follow COPE guidance and Indonesia's regulation on academic integrity (Permendikbudristek No. 39 of 2021).

  • to invite qualified academics to review manuscripts or to join our boards;
  • to send calls for papers and research-collaboration invitations relevant to the recipient's field.

What we never do

We do not sell, rent or share personal data with third parties for their own purposes, and we never publish reviewers' identities alongside the manuscripts they review.
